OPERATORS could challenge what they believe is unfair practice by wheel-clamping firms if an amendment to the new Crime and Security Bill is passed.
The compulsory licensing scheme for vehicle dampers will require all wheel dampers to sign up to a code of conduct that stipulates limits on fees for release, time limits for towing vehicles away and clear instructions for erecting signage.
A spokeswoman for the Home Office says that the new legislation will only apply to private land.
On public land, clamping charges are restricted to 1.70 in London and £45 outside of the capital.
