Which of the following most accurately describes the problem?

REPRESENTATIONS made by the Confederation of British Road Passenger Transport following a number of cases at the end of last year of Department of Transport officers asking for the removal of courier seats fitted in coaches, have been followed up by a detailed CPT submission on the subject.

CPT has told DTp that "it is not consistent to forbid the use of a UK-style courier seat here but permit their use outside the country. It is safer from a point of view of visibility for the courier to sit at the front of the coach rather than stand in the gangway,'' claims CPT.

The submission also points out that if extra safety measures to restrain the courier are considered necessary, CPT would be only too glad to discuss them with the DTp and that the alternative to the courier seat — the front nearside two-passenger seat — is commercially one of the most attractive and therefore should not have to be handed over to the courier.
