Mi Transport Secretary John MacGregor is awaiting a confidential Vehicle inspectorate internal review into possible privatisation.
The document has been prepared over the past six months by bosses at the VI, which became the Government's first independent agency four years ago.
It comes as Citizens' Charter minister William Waldegrave announces plans to hive-off many of Whitehall's functions to the private sector through competitive tendering.
The Bristol-based VI is a likely candidate for privatisation: it would sell its services to the Department of Transport.
A National Audit Office report earlier this year said that no improvements could be made to the VI service in its existing form (CM 20-26 February).
