AS anticipated, the Yorkshire Area Joint Conciliation Board failed to reach an agreement when it met in Leeds, on Tuesday, to discuss the question of a permanent settlement on wages and working conditions.
It is understood that the employees' panel proposed that the permanent settlement should provide for wages in various industrial towns to be lifted from Grade 2 to Grade 1 and that a number of other towns should he transferred from Grade 3 to Grade 2. Grade 3 wages would be confined practically to agricultural districts.
The employers' panel, it is gathered, refused to negotiate on proposals above Grade 2. Presumably the dispute will, in the near future, be referred to the National Appeals Committee.
It is understood that the breakdown occurred after the Board reached the consideration of working conditions. There was complete disagreement on the 48-hour guaranteed week, and the compulsory week's holiday with pay.
It is known that the employers' panels in the Yorkshire, Northern and North-Western Areas have agreed on a common policy to oppose the continuance of both these provisions in the permanent settlements.
The trend of events suggests that the Northern and North-Western Area Boards will also fail to reach agreement.
