Which of the following most accurately describes the problem?

• If the purpose of the transport manager's licence is to punish those responsible for illegal operation then it is a duplication of existing legislation. This opinion was expressed by Mr. A. E. Teer, secretary of the Association of Industrial Road Safety Officers at its meeting last week. Mr. Teer contended that the law as it stood catered for such

eventualities in its terminology "any person causing or permitting..." .

Mr. George Carruthers of Advance Linen Ltd. expressed the view that since 1930 those responsible for the operation and maintenance of vehicles had been bound by law. It was his opinion that lack of enforcement was largely to blame for today's poor standards.
