• Landfill tax to rise by 13/tonne annually from 2005, heading towards a target of 935/tonne.
• A reduction in duty on bio-ethanol, by 20p/lit next year. The government also plans to consider the role of sulphur-free fuels.
• The introduction of a distance-based road-user charge is well underway and the government is now looking into, among other things, technical options for administering the charge. This process includes invitations to tender in 2003.
• The introduction of 'e-licensing' and telephone licensing to vehicle owners paying their Vehicle Excise Duty (VED) by 2005.
• A new lower VED rate of £105 for vans meeting Euro-4 emissions standards from next year.
