Which of the following most accurately describes the problem?

A SPECIAL feature in the Freight Transport Association's costs and rates service highlights the detailed expense of maintaining some of the specialist vehicles operated by local authorities.

The report shows the typical costs incurred at various stages in the life of such vehicles as refuse collectors and gully emptiers. These are divided up into vehicle maintenance, body and equipment maintenance and tyre costs.

An anlysis of the changes in haulage rates over the past 12 months is also included in the issue. It reveals that many firms have taken advantage of the recession to rationalise the rates they pay to hauliers.

The costs and rates service also shows that operating costs of vehicles continues to rise with an increase of five per cent being typical in the last quarters of 1975. The service, which costs £15 a year, is restricted to FTA members.
