I've learned of some background to the Telegraph Hill affair (this page recently) from W. W. Grace, md of Lion Cartage Ltd, those long-established hauliers, whose depot is in the same road as the barrier.
When Mr Grace heard of the barrier plans in September last year he and other local firms objected, telling the GLC planners that while the closing off of residential side roads was a good move, the banning of Drakefell Road over Telegraph Hill meant the shutting of a long-established through-route to commercial traffic and causing time-and fuel-wasting diversions, some of them through overloaded alternatives. One alternative route, he said, was much used by children.
The GLC replied that it felt the alternative routes were adequate and that environmental reasons justified the move; though it admitted that the barrier was an experiment.
Curiously though, the GLC maintains that all local residents received leaflets inviting comment before the experiment start, Mr Grace has never seen one. And he tells me he cannot find anyone who has I
