Which of the following most accurately describes the problem?

CHAIRMAN of Midland Red Mr. John Spencer Wills last week called for more information about Conurbation Transport Authorities. Speaking in Stratford-on-Avon at the annual meeting he asked how Midland Red would survive in the countryside if the CTA cut out its conurbation and city services which "crosssubsidized" rural services.

Of the year under review, Mr. Wills said 1966 results were disappointing. Pre-taxation profit was £783,606, compared with £752,358 previously. Midland Red buses covered 71,200,000 miles during the year and carried about 276,700,000 passengers, a decrease on 1965 of nearly 800,000 miles and well over 19,000,000 passengers.
