• The bi-lateral agreement signed by Britain and Bulgaria on October 24 1972 comes into operation on October 20 this year. From that date UK operators will no longer require a licence or a permit from the Bulgarian authorities for journeys to, from or through Bulgaria — provided they are properly authorized to carry goods either for hire or reward or of their own account in this country.
Operators will he able to enter Bulgaria temporarily with an empty or laden vehicle to carry goods between the two countries in transit through Bulgaria or between Bulgaria and a third country provided it is allowed by the laws of the third country and by any agreement between that country, the UK, or Bulgaria. British operators will not be allowed to pick up and deliver goods in Bulgaria and the same facilities and regulations will apply to Bulgarians entering Britain.
Terms of the agreement are set in DoE memorandum RTG /OUT /024 which is available from the Northern Traffic Area, Permits Sections, 36-42 Low Friar St, Newcastle upon Tyne.
