Which of the following most accurately describes the problem?

THE National Coal Board, who have obtained a contract to supply pulverized fuel for the boiler plant at the General Hospital, Newcastle upon Tyne, have been refused permission by the Northern Licensing Authority, Mr. J. A. T. Hanlon, to use their own vehicles to carry away the 20 tons of ash created. weekly by the plant. Mr. Hanlon said the Board would have to use other hauliers to carry away the ash. If he granted the Board's application, he stated, it would open the door wide to similar applications.

Mr. I. Robey, for several objectors to

the application, said it would not be in the public interest to allow the Coal Board to compete with professional hauliers. Mr. Hanlon said the Board's duty was to supply coal as cheaply and conveniently as possible, and this made the application a very important one. The Board could obviously offer a much cheaper rate to remove the ash than other firms, as its vehicles were going to the hospital to deliver coal. The same argument, however, could be applied to other C-licence holders. Mr. Hanlon said ,there were ' already adequate facilities for handling the ash.
