Transport manager's repute endangered by prohibitions

A part-time transport manager nominated on six Operator's Licences may lose his repute following the issue of S-marked prohibitions to two of his amts.
Sheffield-based Martin Walsh, trading as Marty's Transport, and Mar-Sea Express, of which Walsh is a director, had been called before the North Eastern Traffic Commissioner Tom Macartney. He was also considering an application for a new Operator's Licence by Jayne Brame, trading as Queens Road Haulage, of Bradford. The repute of the nominated transport manager of all three operators, Michael Waddington, was at issue.
Vehicle examiner Roger Uttley said that vehicles belonging to Marty's Transport and Mar-Sea had both received S-marked prohibitions over the past two years. He acknowledged that both companies had changed their maintenance contractor since then.
Walsh said that Mar-Sea had recently ceased trading and had gone into liquidation. He spoke to Waddington daily on the phone and he visited the operating centre for a few hours about every two weeks. Waddington arranged for the tachograph records to be checked by an outside agency. In reply to the TC. Walsh said that he was paying Waddington £130 a month for each business.
Waddington said his own business, Blake and Waddington, had only recently been set up, having previously worked for Weston Super Mare-based Transconsult until 28 December 2002.
He also acted as a joint transport manager for another operator, Freight Solutions, working at least five hours a week for them. In addition, he was the nominated transport manager of AJF Transport Services, of Manchester, and Cooks Transport, though the latter was not currently operating. Brame was currently operating under interim authority and he visited her premises every weekend. He worked four to six hours a week for Marty's and roughly five hours a week for AJF Transport and 15 hours plus for Brame, he said.
Brame said that if her licence was granted, a licence held by Queens Road Garage would be surrendered.
The TC is to announce his decision in writing at a future date.
