• Lancasterbased Robert and William Howard, trading as R&W Howard, have been granted authorisation for additional vehicles by North Western Licensing Authority Martin Albu, who told them that their appearance at a public inquiry had administered a "short, sharp shock".

The scrap metal and waste disposal firm had applied to add five vehicles to its 15-vehicle restricted licence.
Department of Transport vehicle examiner Brian Heyhurst said that he had inspected eight vehicles, issuing one delayed and three immediate prohibitions — some of the defects were long standing.
William Howard said that the company had no problems until its fitter inherited £750,000 last September. After that he could not be bothered. Since then the fitter concerned had been sacked and a new system had been introduced.
For the firm, transport consultant Colin Ward said that his firm would carry out random audit checks on the maintenance of the vehicles.
