• Vehicle Inspectorate chiefs are finding it difficult to catch hauliers who run smoke-emitting trucks because members of the public are not providing sufficient information when they complain about offenders.
The VI says it has received "tens" of reported sightings of lorries emitting smoke following the publication of a Government leaflet urging the public to phone in details of guilty operators to their local Traffic Area Offices (CM 25 April-1 May).
