CMs campaign aims to get the government to repay the £2m already paid out by hauliers in now-abandoned civil penalties. When the immigration rules were changed, the govern _ ment said it would drop the £12m of outstanding fines, but refused to return the fines already paid.

U CM Is also waiting to hear from the Home Office about proof of scanning for hauliers who pass through scanning devices at Calais. Concerns that hauliers couldn't prove they had been scanned at the port were first raised in CA1(30 Jan-5 Feb). CM arranged for Lib Dom Home Office spokesman to write to Immigration Minister Beverley Hughes, requesting some means of proof (CM 13-19 Feb). but we're still awaiting the reply.
