Which of the following most accurately describes the problem?

REPLACEMENT of horses by ‘tractors may no longer be news, but Id. off the rates is, and when Skipton Urban District Council took delivery of its first tractor, which is to replace horses for a large part of the council's work, chiefly in the field of sewage disposal, it was proved once again that mechanization and money-saving' go hand in hand. It is estimated by Conn. H. H. Walker, chairman of the sewage disposal committee, that the tractor, a David Brown Cropmaster, will save the council more than £400 a year, equal to something over Id. rate. The council has also purchased a David Brown PU/5 plough, a three-row ridger, a spring tine cultivator and a 3-ton two.wheeled hydraulic three-way tipping trailer.

The trailer will be used in the disposal of sludge by the sewage department, the sludge then being ploughed into the land and root crops grown to prevent the ground from becoming acid. Other departments are expected to find work for the trailer and Conn. Walker aims to make the tractor a general utility machine. One of its uses will be the operation of a circular saw handling timber at Aireville Park and on the council estates.

A snow plough is being purchased, so that the highways department will also be able to call on the tractor's services in emergency, whilst a trailer mower has been acquired for use on the recreation grounds and open spaces in the municipal area.
