Which of the following most accurately describes the problem?

MR. FELIX WENTWORTH, in the paper he presented at your Fleet Management Conference, advocated the need for some national-sized organizations to provide national distribution services, and at the same time added that BRS "discourage parcels traffic because of the money they claim they lose on it".

My only purpose in writing is to say firstly that, whatever need there may be for additional national-sized organizations to provide distribution services, BRS already provide just that and have done for many years, both by the holding of buffer stocks in general warehouses for distribution by scheduled services and by the provision of bespoke warehouses serviced by contract fleets, and secondly that BRS do not discourage parcels traffic, nor do they claim they lose money on it.
