Which of the following most accurately describes the problem?

• Annual HGV tests will include a check on speed limiters from next year, now technical problems have been ironed out.

For the past 18 months the Vehicle Inspectorate has struggled to find a foolproof way of ensuring limiters have not been tampered with or set incorrectly. One of the main problems has been that tampered switches or fuses can simply be replaced before a vehicle is brought in for its annual test.

But a spokeswoman for the VI says equipment used in Belgium shows how this problem can be overcome: "We have been to Belgium to seek their expertise and we are now drawing up specifications for equipment that will meet our needs." The VI introduced roadside checks on speed limiters last year as a way of ensuring drivers keep within the limits.
