• A pilot scheme to prepare for the introduction of quality licensing for goods vehicles later in the year was announced by the MoT on Wednesday.
It is to test the suitability of application forms from the viewpoint of both operators and Licensing Authorities and the efficiency of office procedures in the traffic areas.
Quality licensing will involve the issue over four to six months of 200,000 licences covering about 650,000 goods vehicles. The pilot scheme is considered essential to iron out snags.
Between 300 and 500 operators each in Scotland, West of England and South East England will be invited next week to complete dummy forms. All information will be confidential and test forms will later be destroyed. The scheme has the approval of the FTA and RHA who are in consultation with the Ministry about the nature of the information required.
