• The Road Haulage Association is to urge that excise duty on goods vehicles should be based on the gross laden (or plated) weight instead of on the unladen weight as at present. The RHA believes the change would bring several advantages. Plated weights are fixed and can easily be checked. Operators with loaders and other equipment fitted to vehicles would not be unfairly penalized. There would no longer be an inducement for vehicle manufacturers to keep unladen weights down merely for the purpose of reducing the tax to be paid.
