Those who work in the industry every day of their lives are often best qualified to say whether new law can work in practice. The Working Time Regulations are due to be reviewed by the DTI in due course and it will be the experiences of operators throughout the industry that determine whether the regulations have been a manageable innovation or an intolerable burden.
To capture this real-world view of the way that regulations work or fail to work, CM has created an Operators' Panel. It's made up of 12 volunteers from the industry, working across a range of occupations. Members include hauliers, transport managers, drivers and training experts spread across the UK. Panel members will serve for two years.
Panel of judges
The Operators' Panel will judge the likely effect on their operations of laws about to be introduced or already in place. The panel will also provide an excellent platform for CM'S legal section to accurately assess the impact that regulation has on the industry.
Upcoming legislation includes a revision of drivers' hours: the DriverTraining Directive; the Road Safety Bill (see page 36); the introduction of digital tachographs; Lorry Road User Charging and the Corporate Manslaughter Bill.
The Operators' Panel will become familiar voices within the pages of CM's legal section.We hope to feed their views into the debate when proposed legislation is under consultation.
