Which of the following most accurately describes the problem?

Brian Weatherley has composed an open letter to the Prime Minister taking him to task on congestion.

Dear Tony,

How goes it? I trust I haven't caught you at an awkward moment, but it struck me that since you've sorted out the European Constitution and are within an ace of getting us out of that awful mess in Iraq you might be at a loose end. So I wondered, could you sort something out for me?

I refer of course to traffic congestion. Now I'm sure that silver fox Darling Alistair is a good chap in his own way, but let's face it, it's not got any better since you and the boys took over. Now, be honest Tony, it hasn't, has it? Okay, I admit I've got a vested interest. For the past 20 years I've been trying to complete a CMartic roadtest without running into roadworks, accidents or traffic jams. Believe me Tony, its a nightmare and you should hear what the manufacturers say when I come back with a dodgy result due to traffic delays.

Only the other day I queued for 40 minutes on the A5 just to travel three miles and we hadn't even started the test. Then we had to wait another 40 minutes while they cleared up some mess on the M6 and by the time I got to the Thelwall viaduct, well Tony, the only word for it is crap. And if those buggers are actually fixing the bridge I'm damned if I can see anyone. Where are they? By the time they finish those damn "repairing bridge supports" I'll have probably retired or worse still, just when I do use the newly reopened bridge they'll close the other one because it needs resurfacing, having had to cope with double the traffic.

It's a shambles Tonyyou know lt and I know it. So when are you going to fix it? Its bad enough having to allow for hurricanes and monsoons (and perhaps while you're at it you might have a quiet word with the big man upstairs about the weather we have to endure during CM tests) but its time to sort it out. All I want is just 25 clear days every year when I could get all my CMtesting done.

Just 25 days where there's no roadworks, no bridge repairs, no traffic jams and no motorway accidents. Now I ask you Tony, is that really so much to ask for? Is it?
