• The EC white paper, European Transport Policy for 2010: Time to Decide, adopted in 2001, proposed measures designed to return the market share of various modes of transport to their 1998 levels by 2010. This will prepare the ground for a shift of balance from 2010 onwards," it said.
• The Marco Polo programme was adopted on 22 July 2003. Its goals were to reduce road congestion, improve the environmental performance of the EU freight transport system and encourage intermodal transport. It spent €100m (£78m) from 2003 to 2006.
Marco Polo 2 runs from 2007 to 2013 and has a budget of €400m (£313m) to promote shifting freight off the road through concepts such as 'motorways of the sea' and traffic avoidance.
• The EC believes every €1 spent on Marco Polo will generate E6 in social and environmental benefits.
