Aro • Cheshire tipper operator Chartrange has won authority to use an operating centre the company had been using without authority for the past 18 months, after accepting environmental conditions and giving a number of undertakings.
North Western Deputy Traffic Commissioner Patrick Mulvenna had reserved his decision on the company's bid to base 26 vehicles and two trailers at Wharf Street, Dukinfielcl, a site previously used by Connell & Finegan as an operating centre. The application had been opposed by Tameside Borough Council and local residents, who complained about noise. A nearby webbing manufacturer told the DTC that the firm's products were dust sensitive and he was concerned about the amount of dirt being created (CM 24-30 Sept).
Granting the application, Mulvenna imposed conditions preventing vehicles starting up from l8:30-07:00Iu-s on weekdays; after 13:00hrs on Saturdays; and all clay on Sundays and bank holidays, with the exception of a low-loader carrying abnormal loads notifiable to the police.
Undertakings included sweeping the yard regularly; the vehicles only turning left when leaving the site; and, if necessary, the speed bumps on the internal roads being removed.
