Which of the following most accurately describes the problem?

• A weighing system designed to record the weight of complete container-carrying vehicles which can also be used to check axle loads individually is employed by the British Transport Docks Board at Western Dock. Southampton. The system was supplied by Henry Pooley and Son Ltd, Birmingham 5, and has a capacity of 60,000kg.

Two weighing units are arranged in line, one of which is a 601t by 10ft weighbridge and the other a 4ft by 10ft axle weigher. A push-button-operated electromechanical mechanism allows the two units to be connected to a single dial indicator, either jointly or separately. The weighman can therefore note the vehicle load or axle load without leaving his seat. In the case of a long vehicle, its weight is measured by using both weigh units in combination.

The system enables the Board to weigh incoming and outgoing freight vehicles for shipping companies and to ensure that the axle weights of vehicles leaving the docks do not exceed the statutory maximum. The system is claimed to have eliminated delays and confusion and the need for extra manpower.
