Which of the following most accurately describes the problem?

GREATER Manchester County Council's transportation strategy committee has approved in principle a plan for a £20m by-pass scheme to remove through vehicles from Manchester.

It has been estimated that 150,000 vehicles a day pour in and about a third have no business in the central area.

The scheme is to be built in three main sections. It would link the Mancunian Way with road improvements including new flyovers and bridges and would favour a major part of the Manchester and Salford inner relief route.
