DUBLIN local authorities have agreed, in principle, to allow private developer Tom Roche to build a toll bridge over the Liffey. It is understood that an open-span bridge is planned for a site about a mile below Memorial Bridge, currently being constructed to relieve pressure on traffic to the docks and due for opening at Christmas.
