THE FREIGHT Transport Association's latest Quarterly Transport Activity Survey (QTAS) reveals that not all operators are pushing ahead with their plans for the Working Time Directive, which comes into force on 23 March. However, operators are still concerned that the 4S-hour week will force them to employ more drivers.
