left my delivery van in a fairly wide street for a few minutes-15 to be precise—and when I returned I was told by a policeman that I would be reported for causing an obstruction. There was no traffic hold-up that I could see, however.
The degree of obstruction which a vehicle must cause before it becomes reportable does not appear to ever have been defined. In practice the police do not have to prove that a person or vehicle has been obstructed, for the presence of a vehicle on the highway denies the space it occupies to another vehicle or person. Therefore it constitutes, in law, an obstruction.
