Which of the following most accurately describes the problem?

• New provisions freeing local authorities in England and Wales from the need to get Ministerial approval for a wide range of local traffic orders will apply from April 21 when, says the MoT, local authorities outside Greater London will have increased powers to make orders regulating traffic and controlling parking. They will also have a duty to use their powers to secure better traffic and parking conditions, paying due regard to the need for access to premises, to amenity questions and to the importance of helping bus traffic.

It is understood that the MoT has asked public transport managers to advise the Ministry of any undue delay they feel is being made by a local authority in implementing traffic improvement schemes.

For Scotland similar provisions have been introduced by the Secretary of State.
