• A fly-tipper's appeal against a Licencing Authority's refusal to renew his 0-Licence has been dismissed by the Transport Tribunal.
At a public inquiry last September Metropolitan LA Ronald Ashford found Joseph James Jebb, trading as Jebb Transport Co of Slade Green, Kent, guilty of "significant" fly-tipping. Jebb was also found to have hidden previous convictions when he applied for renewal of his five-vehicle licence. The LA had decided that Jebb was not of good repute.
Ralph Cropper for Jebb failed to persuade the Tribunal that the LA should have treated the matter as a licence revocation. In this case he should have warned Jebb that fly-tipping convictions would be taken into consideration. Jebb, said Cropper, had been taken aback by the LA's severity.
