A N attack on "the present excessive I–% motor fuel duty" is made in the Annual Report for 1960-61 of the National Road TranSpOrt Federation. This duty, it is stated: is:a heavy burden affecting the cost of every single item of agricultural produce, raw material or manufactured goods and is also a burden to every fare-paying passenger in the country. •
Throughout the whole range of taxation, it is stated, there is no single instance of a commodity bearing such a high rate of tax as that on motor fuel, which is at the rate of approximately 150 per cent., compared with the Purchase Tax on "luxury" goods in the region of 60 per cent.
The Federation feels it is no answer to the question of traffic congestion in large towns to impose restrictions on commercial vehicles engaged in collection and delivery, whether of goods or passengers,
