When Liverpool-based Glenn Freight (North West) appeared at its second public inquiry in 18 months its poor annual test record was blamed on test preparation by commercial garages.
At Glenn Freight's first inquiry over maintenance, North-Western Traffic Commissioner Beverley Bell had given it six months to show that it could comply with the 0-licensing requirements. She issued a formal warning when it appeared before her for the second time after being satisfied that things were now in order.
