• The Department of Trans /serious port has admitted to
delays" in the issuing of ADR certificates for drivers hauling dangerous goods.
And it promises a "pragmatic attitude" to enforcing the new rules until the situation is sorted out next month, City and Guilds of London Institute, which marks the vocational examination papers, has suffered a "bottleneck".
All completed examination papers received at the City & Guilds by 30 November 1994 will be processed and certifi
cates issued by the end of this month, it says.
Enforcement agencies have been advised not to prosecute before 17 February in cases where drivers without certifi
cates completed their training before 30 November. But drivers without certificates who were trained after that date face prosecution.
The DOT says it will provide letters indicating that training has been completed for operators and drivers on international journeys.
