Residents and businesses can only make representations against 0-licence applications on environmental grounds which affect the use and enjoyment of their own land.
• Prescribed organisations can object on environmental and non-environmental grounds, including site suitability in terms of safety, as well as the suitability of the applicants themselves.
• Only operators and prescribed organisations can appeal against a TC's decision to the Transport Tribunal.
• Complaints about an operating centre can be made by anyone at any time on either environmental or road safety grounds.
• Unless the operator breaches the terms of its 0-licence, TCs normally deal with complaints when the 0-licence is up for renewal every five years.
• Permission for an existing operating centre cannot be refused purely on environmental grounds.
Remember, there is a clear distinction between a representation (which neighbours can make), an objection (which prescribed organisations can make) and a complaint.
