If the Working Time Directive is ostensibly about improving road safety, it's a complete nonsense to exclude owner-drivers arguably one of the groups that need the most attention when it comes to improving safety standards, argues Kevin Brooke.
This exemption gives them an unfair advantage in being able to work more hours than staff drivers," he adds.
He says firms that deploy a few ownerdrivers to top up their workforce will insist they comply with working time rules anyway.
"You can't have 99 drivers observing the rules and one who doesn't," he says.
