Which of the following most accurately describes the problem?

• Additional licences were granted for tours to the West Country to Mrs Dorothy June Vowles of Merthyr Tydfil by the South Wales Traffic Commissioners in Cardiff last week, but she was told these would not be made effective until she had a new coach in operation.

During the hearing, which had attracted objections from Morlais Services. R. I. Davies Ltd. and South Wales Transport, the chairman, Mr Ronald R. Jackson, asked the parties to adjourn for an immediate meeting for all parties to get together and come to a conclusion regarding the objections.

On resuming, Mr Rosser John, appearing for Mrs Vowles, said they had partly reached agreement but left it to the chairman regarding tours to Longleat House.

Granting the application on the agreed tours Mr Jackson said he would also grant one to Longleat.

But Mrs Vowles was told that the licence would not be effective until she had a new coach-in operation.
