THE eventual termination of the TIR system within the Common Market is
envisaged in EEC plans for greater simplification of Customs procedure and documentation. This development will have a serious effect on IRU, which currently receives a sizeable annual income from the sale of carnets. At present the Union is maintaining close contact with officials in Brussels in order to reach a possible compromise whereby the use of TIR could he continued for certain official purposes unconnected with Customs procedure.
This problem was one of the items for attention at the recent meeting of the TIR committee of 1RU in St. Moritz. The committee also gave its approval to the issue of carnets in respect of vehicles which were merely on loan or hire to a haulier, provided the issuing association obtained adequate guarantees as to the financial integrity and general status of the carrier in question.
