THE LOAN of an 0-licence identity disc has led to two Luton-based operators being ordered to pay £3,700 in fines and costs.
When George Sayers appeared before the Marylebone magistrates he pleaded guilty to lending an 0-licence disc with intent to deceive and was fined £400 with £200 costs.
Gleneden Plant Services, to whom Sayers lent the disc, pleaded guilty to using a vehicle with excessive width, without an 0-licence and to using an 0-licence identity disc with intent to deceive.The company was fined £2,500 with £600 costs.
Prosecuting for VOSA , Anthony Ostrin said that a Volvo articulated low loader with a train weight of 44 tonnes was stopped in a roadside check. Traffic examiner David King noted that the vehicle was laden with a Fiat Hitachi tracked machine which overhung the vehicle body. The width was found to be 3.23m, exceeding the limit of 2.9m without a police permit.
Following this incident it was established that the vehicle was displaying an 0-licence disc in the name of an operator not using the vehicle on the day in question. Enquiries revealed that the disc was in the name of Sayers while the vehicle was being operated by Gleneden. The loan of an 0-licence disc was not permitted and every operator should be well aware of that. Under such circumstances the lender of the licence and the borrower were equally guilty.
