David and Michael Irlam had applied for a standard international licence authorising six vehicles and 10 trailers out of an operating centre on Kell Green Farm in Knutsford, Cheshire.

The firm was incorporated in September 2012, but the 0-licence application was refused in March. Irlam said the decision to pull out had nothing to do with the refusal. "We just felt, do we want to go back in or not? Probably not, at the moment," he said.

"We did a lot of homework and felt it wasn't the right time. We will carry on with what we do. We've got a lot of farm land and lots of property," he added.

He said he never looked into why the application was refused.

A spokesman for the office of the traffic commissioner told CMthat the application was refused on the grounds of the firm not meeting Section 11 of the Goods Vehicles (Licencing of Operators) Act 1995, regarding the placement of an appropriate advert prior to the application. "This is a technical refusal," said the spokesman, "and does not have anything to do with the good repute or financial standing of the individuals."
