Which of the following most accurately describes the problem?

That Bombay has problems differing from those met in most parts of the world in dealing with refuse collection and disposal is indicated by the ,type of vehicle it employs. The authorities have recently placed a further order for four machines, these being replicas of a number of special Leyland chassis supplied during last year.

The latest order is for four 6-ton TSC11 Beaver forward-control chassis, three of which will have petrol engines with a special oil-bath-type air cleaner, the fourth being powered by an oil engine. Similar Leyland vehicles have for some time past been operating in Bombay on refuse collection, the personnel employed consisting of native labour. Small 20-in, wheels, with 26-in. by 6-in, solid tyres, are fitted, and the height of the body sides is kept as low as possible to enable the women, who are often employed to empty garbage into the collectors, to perform this duty with ease.
