This was launched at the conference. Here are the main points,
• Spot fines of €200 (E138) for unlicensed operators from 1 November.
• Goods Vehicle Operator's Licence (GVOL) for all sectors with distinct licence discs for hire-or-reward and own-account operators.
• The insurance industry will be lobbied to persuade it to refuse insurance to unlicensed operators.
• CPC holders of failed companies may have their CPCs revoked.
• First licences will be valid fora maximum time of two years .
• The Department of Finance will put pressure on banks in a bid to stop them supporting 'phoenix' companies.
• New legislation will be enacted covering the use of farm tractors and off-road vehicles.
• An advertising campaign will advise transport users of their responsibilities when hiring transport.
• The possible appointment of an industry regulator.
• Improved GVOL information will be offered on the DoT website.
