As with the Eurovignet it is likely that foreign operators will be able to pay on a daily basis, althou this is by no means certain. Charging by the day is not only bureaucratic, I also expensive to collect. Germany is said to be thinking of pulling out oft Eurovignette scheme for just this reason.
Furthermore, imposing a daily charge of, say, £3.90 would be a sir deterrent to foreign hauliers like Willi Betz. However, forcing a company pay an annual fee of £780 regardless of how many times its trucks enter the UK would be a significant disincentive—although it is not certain if law would allow a blanket charge.
