ROADS managed by the Greater London Council should be transferred to the Department of Transport, and passenger transport executives should take over those in the metropolitan countries, according to the Road Haulage Association.
In its response to the DTp's proposals to streamline city administrations when the Government's plans to abolish the GLC and metropolitan countries are implemented, the RHA has called for what it considers to be a more realistic solution.
It wants all present and future major orbital roads to be classed as trunk roads and to be run by the Department of Transport, and believes that in London all principal roads should become a DTp responsibility.
According to the RHA, it is unrealistic to believe that a voluntary joint committee of London boroughs could oversee and co-ordinate traffic management on a London-wide basis.
In the six metropolitan countries, the RHA fears that cross-boundary problems could make it unworkable for district councils to take over responsibility for county roads.
As a solution, it wants the PTEs, which the Government proposes to retain as part of a joint board structure, to be reconstituted to include roads responsibilities.
