Operator who was saving for 0-licence fails to win back his impounded truck

A LIVERPOOL operator who said he w as using an impounded vehicle to try and save money to apply for an 0-licence has failed to win it back.
Christian White, of Norris Green, Liverpool, had claimed he did not know the vehicle needed an 0-licence. However, traffic examiner Sarah Bell said that when the vehicle was impounded White had admitted that test station staff had been told what to do, but he had not applied for an 0-licence because he was saving up for it.
North Western Traffic Commissioner Beverley Bell said the driver of the vehicle, a Mr McGowan, only had an expired provisional driving licence. Asked why the tachograph was not being used. White had claimed it was broken.
Refusing to return the vehicle, the TC said that VOSA, in an attempt to be reasonable, always gave advice whether an 0-licence was required.
She urged all VOSA officers involved with the impounding of vehicles to adopt:best practice' when advising users that an 0-licence was required, by following up verbal advice with a letter advising the operator to seek legal advice.
