Timothy Smith of Huddersfield, who failed to pay his annual fee for the 0-licence he held in the West Midlands due to an oversight, has lost his appeal to the Transport Tribunal against its termination. The Tribunal decided that the IC was right to find that an oversight did not amount to exceptional circumstances.
