• In a written decision, the Transport Tribunal has allowed the appeal of R. S. Pirnie (CM October 25).
The appeal arose from the appellant's working outside what was considered by the Scottish LA to be his normal user, and subsequently being brought before the LA under Section 178. At that inquiry a sixmonth suspension of two of the appellant's eight A-licensed vehicles was ordered.
It was the opinion of the LA that Central Scotland could only be defined as the Forth and Clyde valleys. The Tribunal, however, took the view that "the Licensing Authority did not place a proper construction upon the expression in the context in which it fell to be construed by him".
