Which of the following most accurately describes the problem?

Writing about tachographs, P. J. Gray (CM, May 12) seems to forget that a miner or a docker does not have under his direct control £30,000 worth of equipment which, if sloppily handled, can demolish a row of houses, or wreck an expensive consignment belonging to his or someone else's employer.

Everyone who works must have his working situation controlled or monitored in some way; if we were all free to do our own thing, business in general would be in a sorry mess, and we would all eventually suffer.

Tachos are a "must".
