A restricted
licence holder cannot be required to employ a CPC holder, but anyone operating HGV s should have access to this expertise. This was made plain by West Midland Traffic Commissioner David Dixon when Birmingham-based Stonegalleon appeared before him at a disciplinary inquiry. The company holds a restricted licence for
three vehicles. Vehicle examiner Richard Dixon said the company had appeared at a meeting with the Traffic Area's administrative director last June after the VI had had difficulty in arranging to check its vehicles and maintenance arrangements.
Asked about convictions for unauthorised use and using an untaxed vehicle in March 1998, director Mandeep Kohli said they had four vehicles and vehi cies were changed round on the licence. There was a misunderstanding and a vehicle ended up displaying the wrong licence identity disc. The failure to tax the vehicle was due to a mistake.
The IC said he understood that arrangements had now been made for the vehicle examiner to visit the company: if that proved to be satisfactory he would not take any action against the licence.
