our staff costs. Now we are saving police time and we get rapid response from them when we need it. We are probably saving the Met four man days per year." Vosa also has the power to carry out covert operations, but not high-speed pursuits.
The introduction of ANPR (Automatic number plate recognition) has enabled Vosa
to target potential offenders more effectively.
A new power, aimed primarily at international drivers, will enable Vosa to collect a 'deposit' for certain offences. "It's the same level as a fine," says Owen.
"If you don't turn up to court we keep your money and the next time you come through the tunnel you will be targeted."
